FM to review Income Tax dept's appeal-filing mechanism | Firstpost

Finance Minister P Chidambaram is likely to review the entire appeal-filing mechanism of the Income Tax department in view of concerns expressed by the Supreme Court recently over delays in revenue cases.

The Minister may review the mechanism in the middle of next month with senior officials of the Finance Ministry and the Central Board of Direct Taxes (CBDT). ?The Finance Minister is expected to review this work of the department shortly. Instructions have been issued to all field formations of the department to collect the data in this regard and ensure that there is no delay in the process (of filing timely appeals) henceforth,? a senior official said.

The CBDT, concerned over the adverse comments of various High Courts and the apex court on the ?inordinate delays and deficiencies in the filing of appeals (in courts)?, has also recently issued orders fixing a 21-day mandatory deadline for preparing a response in such cases by the tax department.

Cracking the whip, the CBDT had also mandated that any action of delay in filing of appeals in the High Courts or Special Leave Petitions (SLPs) in the apex court may attract ?administrative action?. ?The proposals for filing SLP are still received after considerable delay.

The proposal must reach the Directorate (of I-T Legal), complete in all respect, within 21 days of the date of judgement of the High Court.

The Commissioners of I-T are requested to monitor this aspect of the work closely. ?Excuses like heavy workload or officers on leave among others are not acceptable,? an official communique from the legal department of the I-T had said.

The communication had been sent to all field formations of the I-T engaged in tax assessment and collection. ?Delay in filing appeal in the High Court and in the submission of SLP proposal may attract administrative action,? the order drafted on the directions of the CBDT, the apex body of I-T department, had said.

The latest order, aimed to streamline such cases where huge tax revenue is stuck in various stages of litigation, mandates that timelines be ?strictly adhered? to. The Supreme Court had recently pulled up the I-T for inordinate delays in filing appeals.

Minister of State for Finance S S Palanimanickam had told Parliament recently that on the Direct Taxes side, 5,860 cases involving tax demand worth Rs 2,707 crore were pending in Supreme Court while 29,650 other cases with tax demand of Rs 36,340 crore were stuck in High Courts.

Influenza (flu) is a highly contagious infection spread by coughs and sneezes. Contrary to what some people may belief, influenza is not a seasonal flu. The infection can be caught at any time of the year. The reason it is called seasonal flu is because t is more pronounced during the cold or winter season.

Flu causes?a sudden rise in the body temperature, usually followed by headache?and general body aches and pains, feeling of tiredness and often accompanied by sore throat. In addition, some infected people lose their appetite, feel nauseous and have?a cough. In most cases, flu symptoms can make you feel so exhausted and unwell that most infected people would rather stay in bed.

Swine flu symptoms are very similar to?seasonal flu. These are fever or high temperature (over 38?C), aching muscles and sore throat. It may be accompanied by a dry cough. Most infected people will normally recover within a week, even without special treatment.

Flu Pandemic

Swine virus was first identified in Mexico in April 2009. It has since become a pandemic, which means it has spread around the globe. It has spread quickly because it is a new type of?flu virus that few, if any, people have full resistance to.

Flu pandemic is a natural event that occurs from time to time. There had been flu pandemics in 1918, 1957 and 1968 that killed millions of people across the world.?In most cases the virus has proved relatively mild. However, around the world?hundreds of?people have died and it is not yet clear how big a risk the virus is. For this reason, and because all viruses can mutate to become more potent (stronger), scientists are saying we need to be careful.

Most cases of the?swine flu reported so far across the globe have been mild. Only a small number death resulting from serious infections of swine flu has been reported. In any case, these deaths have?often been?in patients?with existing health problems that already weakened their immune systems, such as cancer.

Some people?have suggested that antiviral medication should?only be given to those who are most at risk of developing serious complications from swine flu. In other words, if people are otherwise healthy,?the virus should be treated with?with paracetamol and bed rest until the person is better,?as you would with normal flu. However, some scientists believe that there is still some doubt about the risks of the virus. For example, there are reports of some cases in Argentina where young, healthy adults have become extremely ill from swine flu. Whatever the case, because there is still this doubt, the some authorities offer the antiviral medicines, such as Tamiflu or Relenza, to everyone who is diagnosed with swine flu.

Flu high-risk groups

There are some people that have been identified as being more at risk of serious complications if they catch swine flu. Such group of people should start taking antiviral medication as soon as?it is?diagnosed?that they have?the infection. In other words, doctors should be free to recommend for some high-risk patients to take antiviral medications before they have symptoms, if someone close to them has swine flu.

The group of people already known?that are highly vulnerable to swine flu infection are those who have chronic diseases such as:

  • lung disease,
  • heart disease,
  • kidney disease,
  • liver disease,
  • neurological disease, such as motor neurone disease, multiple sclerosis and Parkinson?s disease,
  • immunosuppression and
  • diabetes mellitus.

In addition, the following people have been identified to be at risk:

  • asthma patients who have had drug treatment in the previous three years,
  • pregnant women,
  • older people aged 65 and over, and
  • children under 5 years.

Preventing swine virus

The most significant way to prevent swine flu is to have?good respiratory and hand hygiene. This requires the affected person or anyone to always?sneeze into?a disposable tissue, and get rid of it in a bin as soon as it is used. There are guidelines available on how to properly wash your hands using soap and water. Also, it is important to keep home and work surfaces clean regularly and thoroughly to kill the virus.

It is always important to bear in mind that flu or influenza is not the same as the normal cold. Also that anything that helps building up your immune system will go a long to helping you to fight of flu.

Relief ruling fires up McIlroy at Ryder Cup

MEDINAH, Ill. (AP) ? The Americans finally have some momentum at the Ryder Cup.

And it's coming from some most unlikely sources.

Phil Mickelson and Ryder Cup rookie Keegan Bradley have won three straight holes to go 3-up on Luke Donald and Sergio Garcia with four holes to play. Neither of the Europeans ever lost in foursomes, and are 4-0 when paired in alternate-shot matches.

The U.S. also leads in the foursome of Jason Dufner and Zach Johnson vs. Lee Westwood and Francesco Molinari. The momentum in that match turned on the ninth hole, when Dufner's 15-foot birdie putt stopped a half-turn short of the hole. Scientists make old muscles young again in attempt to combat aging

ScienceDaily (Sep. 26, 2012) ? An international team of scientists have identified for the first time a key factor responsible for declining muscle repair during aging, and discovered how to halt the process in mice with a common drug. Although an early study, the findings provide clues as to how muscles lose mass with age, which can result in weakness that affects mobility and may cause falls.

The study, to be published in the journal Nature, involved researchers from King's College London, Harvard University and Massachusetts General Hospital.

The study looked at stem cells found inside muscle -- which are responsible for repairing injury -- to find out why the ability of muscles to regenerate declines with age. A dormant reservoir of stem cells is present inside every muscle, ready to be activated by exercise and injury to repair any damage. When needed, these cells divide into hundreds of new muscle fibres that repair the muscle. At the end of the repairing process some of these cells also replenish the pool of dormant stem cells so that the muscle retains the ability to repair itself again and again.

The researchers carried out a study on old mice and found the number of dormant stem cells present in the pool reduces with age, which could explain the decline in the muscle's ability to repair and regenerate as it gets older. When these old muscles were screened the team found high levels of FGF2, a protein that has the ability to stimulate cells to divide. While encouraging stem cells to divide and repair muscle is a normal and crucial process, they found that FGF2 could also awaken the dormant pool of stem cells even when they were not needed. The continued activation of dormant stem cells meant the pool was depleted over time, so when the muscle really needed stem cells to repair itself the muscle was unable to respond properly.

Following this finding, the researchers attempted to inhibit FGF2 in old muscles to prevent the stem cell pool from being kick-started into action unnecessarily. By administering a common FGF2 inhibitor drug they were able to inhibit the decline in the number of muscle stem cells in the mice.

Dr Albert Basson, Senior Lecturer at the King's College London Dental Institute, said: 'Preventing or reversing muscle wasting in old age in humans is still a way off, but this study has for the first time revealed a process which could be responsible for age-related muscle wasting, which is extremely exciting.

'The finding opens up the possibility that one day we could develop treatments to make old muscles young again. If we could do this, we may be able to enable people to live more mobile, independent lives as they age.'

Dr Andrew Brack, senior and corresponding author of the study from Harvard University, said: 'Analogous to the importance of recovery for athletes training for a sporting event, we now know that it is essential for adult stem cells to rest between bouts of expenditure. Preventing stem cell recuperation leads to their eventual demise.'

Kieran Jones, co-author of the study from King's, added: 'We do not yet know how or why levels of the protein FGF2 increase with age, triggering stem cells to be activated when they are not needed. This is something that needs to be explored.

'The next step is to analyse old muscle in humans to see if the same mechanism could be responsible for stem cell depletion in human muscle fibres, leading to loss of mass and wastage.'

Episcopal bishop: Gay marriage is a 'conservative proposal ...

Legalizing same-sex marriage is ?a conservative proposal? consistent with basic Christian teaching and the Christian life, Episcopal Bishop Greg Rickel argues in a statement to be released on Thursday.

The bishop?s statement will be read during an afternoon news conference, at St. Paul?s Episcopal Church, at which Protestant and Jewish leaders from the faith community ? and Catholics for Marriage Equality ? will argue for passage of Referendum 74? on the November ballot.

The state?s four Catholic bishops have written pastoral statements and recorded videos opposing marriage equality, and Referendum 74, arguing that God is the author of marriage between a man and a woman with procreation as a central goal.

Rickel, who has served since 2007 as bishop of the Episcopal Diocese of Olympia, which includes all of Western Washington, presents a quite different faith perspective.

?Christianity has held, when considering relationships of all sorts ? but especially in relation to two people in marriage ? fidelity to be our value,? Bishop Rickel writes.? ?Fidelity is the value in most all our sacraments, and also in our life as Christians.?

?It seems to me we have held our gay and lesbian brothers and sisters in a Catch-22.? We say they cannot live up to our value because they cannot be married, or even blessed in their union.? While many of them have begged for this, it is still not possible.?

?If one would think about this carefully, it would be clear what they ask of us, the church and their government, is to put boundaries around their relationship, to hold them in the same regard and with the same respect, which would also mean that we expect the same from them, as any loving heterosexual couple.?

The issue of same-sex marriage, and the consecration of gay and lesbian bishops, has caused division in the Episcopal Church.

Four conservative dioceses withdrew from the Episcopal Church after a gay prelate, the Rt. Rev. V. Gene Robinson, was installed in 2003 as Episcopal Bishop of New Hampshire.? Robinson gave the invocation during one ceremony at President Obama?s inauguration.

The 2012 General Convention of the Episcopal Church gave a go-ahead to a provisional rite for same sex unions.? Called ?The Witnessing and Blessing of a Lifelong Covenant,? the ceremony includes prayers and the exchange of vows and rings.

Rickel voted with the majority as the church?s House of Bishops approved the rite by a 111-41 vote.? Each Episcopal bishop has authority to decide whether to allow the ceremonies in his or her diocese.

Seattle?s Catholic Archbishop J. Peter Sartain testified against marriage equality before the State Senate last winter.? He later asked Catholic parishes to become signature collection centers for the petition drive to force a vote on same-sex marriage.

Rickel initially made his views known in a ?bishop?s blog? on the Diocese of Olympia website.

In the statement for Thursday?s news conference, he concludes:

?They (gays and lesbians) are not asking for special treatment.? They are asking for equal treatment.? They are asking to be accountable, as a couple, in community.? To me, this is a conservative proposal.?

?I am for it, and I hope we will finally make way for this to happen, not only in our society, but also in our church.?

Three states ? Washington, Maryland and Maine ? are voting on same-sex marriage this November.

A fourth state, Minnesota, will vote on a contrary measure ? heavily supported by Catholic bishops ? that would enshrine a definition of marriage as between a man and a woman into the state constitution.

In Washington, polls have shown support for Referendum 74 hovering at 50 percent of the vote.

NYC auction offers 125 meteorites for sale

(AP) ? A New York City auction will offer 125 meteorites for sale, including a large chunk of the moon and a 179-pound iron cosmic rock that evokes Edvard Munch's iconic painting "The Scream."

The sale, one of the largest of its kind, is being held by the Dallas-based Heritage Auctions on Oct. 14.

The sale also includes a large piece of the Peekskill meteorite, famous for puncturing a Chevy Malibu in 1992 about 50 miles north of Manhattan, and the largest complete slice of the most famous meteorite in the world, the Willamette, a huge specimen that is housed at the American Museum of Natural History in New York.

The moon rock has the highest pre-sale estimate of $340,000 to $380,000; less than 0.1 percent of all meteorites recovered are lunar in origin. The18-inch-tall meteorite dubbed "The Scream" is estimated at $175,000 to $225,000.

"When I first saw this meteorite (The Scream) I saw the resemblance in a heartbeat," said Darryl Pitt, who has consigned the piece to the auction. "It is sculpted in part by atmospheric entry and most significantly by its exposure to the elements on earth over millennia."

Three of the concave hallows are evocative of Munch's image of a man holding his head and screaming under a streaked sky. It is classified a Gibeon and was discovered in the Kalahari Desert in southern Africa.

More than half of the meteorites in the sale come from the Macovich collection, the world's largest grouping of iron meteorites. Specimens from the collection are found at the natural history museums in London, New York and Paris and The Smithsonian in Washington, D.C., among others. Its principal owner is Pitt, who said that 20 years ago all meteorites were selling for the same price irrespective of their aesthetic attributes.

"That has radically changed with the introduction of the first natural history auction in the mid-1990s," he said in an interview. "I was on a mission to popularize meteorites. I knew that the only way I would be able to attract interest on the part of the public was to offer objects that were more visually captivating."

"The overwhelming majority of meteorites are not aesthetic," he said.

The cover lot in the sale is of an iron meteorite with naturally-formed holes that resemble a mask. The catalog says it is "arguably the most exotically aesthetic" and was discovered by indigenous tribesmen in Namibia with a metal detector. It is estimated to bring $140,000 to $180,000.

The Peekskill piece has a pre-sale estimate of $47,500 to $55,000.

There are others that have lower estimates but come with interesting stories, like a small portion of a meteorite estimated at about $4,000 that fell from the sky in 1492. It was later chained up in a church so it couldn't fly back into orbit.

Meteorite prices today depend on many variables. But there are two main markets: one of aesthetic iron meteorites and the other is of samples whose value is predicated on attributes other than aesthetics, like a piece of the planet Mars.

About two dozen of the meteorites in the sale have museum provenance and have no reserve.

"The point is I wanted to create a sale that had something for everyone," Pitt said.

Madonna defends 'black Muslim' Obama endorsement - In2EastAfrica

Madonna?said she was being deliberately ?ironic on stage? when she erroneously referred to President Barack Obama during a concert in US capital as a ?black Muslim?.

A video clip posted on YouTube?by audience members at the Verizon Centre in downtown Washington captured the 54-year-old singer delivering a rousing, profanity-laced political speech about freedom during her show on Monday.


?Now, it?s so amazing and incredible to think that we have an African-American in the White House?? we have a black Muslim in the White House?? it means there is hope in this country, and Obama is fighting for gay rights, so support the man,? Madonna said.

Obama, campaigning to be re-elected on 6 November is widely known to be a practising Christian.

Responding to a media furore unleashed by the YouTube video, Madonna issued a statement on Tuesday through her spokeswoman saying her reference to Obama?s religion was facetious.

?I was being ironic on stage. Yes, I know Obama is not a Muslim ? though I know that plenty of people in this country think he is. And what if he were?

?The point I was making is that a good man is a good man, no matter who he prays to. I don?t care what religion Obama is ? nor should anyone else in America,? she said.

Since Obama?s first presidential run in 2008, fringe groups and some opponents have espoused rumours that he is secretly a Muslim, alongside other unfounded assertions that he was born outside the US.

Madonna has been outspoken in her support of the president, going so far as to rip off her shirt during recent concerts to reveal the word ?Obama? inked across her lower back.

On the North American leg of a concert tour in support of her latest studio album, MDNA, the singer has been grabbing headlines with a recent series of onstage antics.

During one of her Paris concerts in July, Madonna landed in hot water with France?s far-right Front National party after screening footage of its leader, Marine Le Pen, with a swastika superimposed on her face. The Front National has threatened to sue the star.

In August, Madonna spoke out at concerts in Russia in support of gay rights and the jailed members of the Russian punk rock band Pussy Riot.

Samsung has announced that its latest smartphone/tablet hybrid, the Galaxy Note 2, will land on British shores next Monday, Oct. 1. Like the Galaxy S3 and Galaxy Note 10.1 before it, the Note 2 will be available first at the Samsung brand store at the Westfield shopping center in Stratford, London, as well as major UK networks, and independent retailers. That roughly fits with what we were hearing yesterday from Phones4U, which expects to fulfill Note 2 orders from Oct 2.

The Galaxy Note 2 will become the first major non-Nexus Android device to hit store shelves with Android 4.1 Jelly Bean. And with a 1.6GHz quad-core Exynos CPU and 2GB of RAM, it's no slouch in terms of hardware specs either. Like its predecessor, the Note 2 comes with a Wacom-based Samsung "S Pen," which this time around has been redesigned for easier grip and better on-screen action. Samsung informs us that the Note 2 will be available in both marble white and titanium grey colors, so it looks like there'll be no waiting around for secondary color options, as was the case around Galaxy S3 launch time.

Man with mystery virus critical in London hospital | MNN - Mother ...

GENEVA ? A Qatari man suffering from a new respiratory virus from the same family as the deadly SARS remains in critical condition, the World Health Organization said on Sept. 25.

?

"He is still in critical condition" at a London hospital, Gregory Haertl, a spokesman for the United Nations health body, told reporters in Geneva.

?

The 49-year-old Qatari was admitted to an intensive care unit in Doha on Sept. 7 suffering from acute respiratory infection and kidney failure before being transferred to Britain by air ambulance on Sept. 11, the WHO said.

?

A Saudi Arabian national died earlier this year from a virtually identical virus, the WHO said.

?

The WHO confirmed the illness was in the coronavirus family but was not SARS, or Severe Acute Respiratory Syndrome, which swept out of China in 2003, killing more than 800 people worldwide.

?

Haertl stressed on Sept. 25 that the coronavirus family also includes other viruses, including the common cold, and insisted the new virus was not SARS.

?

"This is not SARS, it will not become SARS, and it is not SARS-like," he said, pointing out that what sets the new virus apart was that it caused rapid kidney failure.

?

The WHO is cooperating with national health authorities in a bid to detect other cases, and was planning to publish an update later on Sept. 25, Haertl said.

?

He stressed though that very little was known about the new virus so far, pointing out that there were only two confirmed cases, which popped up three months apart and with no connection besides the fact that both men had links to Saudi Arabia.

?

"We don't know yet how it transmits... if it's human to human or animal to human," he said, pointing out that the virus might also provoke milder, and therefore undetected illness.

?

"We are very much in an investigative period," he said.

    Real Estate Investors are Bullish on the Near ... - Bedford NY Homes

    Despite rising prices and shrinking foreclosure inventories, 65 percent of active real estate investors plan to buy as many or more residential properties in the next 12 months as they did in the past year, according to a new joint BiggerPockets.com/Memphis Invest national survey conducted by ORC International for BiggerPockets.com, the nation?s largest and most active real estate investing social network, and Memphis Invest, one of the nation?s leading providers of single-family rental real estate investment services.

    The survey found that 39 percent of active investors intend to increase their purchases over the next twelve months while 26 percent plan to buy as many in the year to come as they did in the past year. The 65 percent of investors who plan to buy the same amount or more in the next twelve months than they did in the past represents 4.5 million investors. Only 30 percent said they plan to buy fewer properties than they have in the past. Last year investors purchased 1.23 million homes, a 64.5 percent increase over 749,000 in 2010, according to the National Association of Realtors.

    Some 3 percent of American adults, or 7 million people, consider themselves to be real estate investors An additional 9 percent of all Americans own investment property today but have no current plans to buy more. Thus, one out of eight, or 28.1 million Americans, either consider themselves to be residential real estate investors or own residential investment properties today, according the survey .

    ?Though housing markets are changing across the nation, investors are still seeing great opportunities. Hundreds of thousands of foreclosures and short sales are coming to market and rents are continuing to improve in most markets, creating a positive environment for the nation?s 28.1 million residential real estate investors. They will certainly continue to be major players in the nation?s housing economy for the foreseeable future,? said Joshua Dorkin, founder and CEO of BiggerPockets.com. ?We?re talking about a group of Americans that is about the same in number as the number of Americans who own Roth IRAs (28.5 million) or the total number of money market fund shareholders (29 million). They have significant buying power.?

    The survey also found that real estate investors are spending more than four times as much as the federal Neighborhood Stabilization Program to repair and rehabilitate the nation?s housing stock. At a median expenditure of $7500 per property, investors are spending a total of $9.2 billion per year to repair the damage caused by foreclosures and rehabilitate the nation?s housing stock. By comparison, over the past four years Congress has authorized a total of about $7 billion for the Neighborhood Stabilization Program, the government?s primary response to repair housing damaged by foreclosure. Twenty percent will spend $10,000 to $30,000 on their next property and 16 percent plan to spend more than $30,000.

    ?This survey puts some hard numbers behind the contribution that investors are making towards not only improving neighborhoods and fighting blight, but also the towards driving the economy. Investors are purchasing homes that in some cases sit for months and add a drag on local home prices. This survey shows that those investors are driving their local economies by spending billions in repair costs with local electricians, plumbers, flooring companies and laborers just to name a few. Those dollars provide jobs and put money into local economies with local companies. It?s clear that investors are the ones who have risking their own money to improve and stabilize neighborhoods for new owners or tenants,? said Chris Clothier, a partner with Memphis Invest.

    The survey found that lower interest rates and the removal of limits on access to financing would provide incentives for investors to be even more active in the nation?s housing markets. Lower interest rates topped the list of incentives that would make active investors more willing to invest in additional properties (70 percent). A distant second was additional tax incentives for capital spent to purchase, rehab or renovate investment properties (54 percent). Third place went to elimination of limits imposed by lenders on the amount they will lend an investor (46 percent) and fourth to easing of rules on section 1031 Exchanges (44 percent). Only 30 percent said that the easing of securities laws limiting the pooling of capital by investors for purchases would encourage them to buy more.

    Access to financing is a critical issue for most investors, however most lenders put limits on the amount they will lend an investor, regardless of credit history, property values or track record. Nearly half, 44 percent, would be willing to put down more than 20 to 50 percent on a business loan in order to be able to borrow more from a lender, without limits.

    The study was conducted using ORC International?s CARAVAN Omnibus survey using both landline and mobile telephones on August 9-12/16-19/23-26, 2012 among 3036 adults , 1,515 men and 1,521 women 18 years of age and older, living in the continental United States. Some 2,285 interviews were from the landline sample and 751 interviews from the cell phone sample. The margin of error for the survey is +/-03%. All CARAVAN? interviews are conducted using ORC International?s (ORC) computer assisted telephone interviewing (CATI) system.

    Dell's built quite a reputation for delivering solid monitors at reasonable prices, and it's now expanded its offerings in a fairly big way with no less than five new S Series models, some of which boast edge-to-edge glass and/or IPS panels. On the top end is the 27-inch S2740L, which has the most connectivity options of the lot (DVI, VGA, HDMI and a pair of USB ports) and, of course, the highest price tag at $400. From there, things drop to $300 with the 24-inch S2440L (the only non-IPS model of the lot), and go all the way down to $200 for the 21.5-inch S2240M -- the three lower-end models ditch the edge-to-edge glass but still retain minimal bezels. Unlike the company's UltraSharp models, though, all five monitor have a 16:9 aspect ratio instead of 16:10, and you'll get a standard 1920 x 1080 resolution regardless of the size you choose.     Premise:
    Star Ocean released a VR-MMO. However, players mysterious begin to vanish from our world, their souls trapped inside their player characters within the game. Faced with the very real possibility of death within the world they love, what will they do?

    The RP takes place in a Virtual Reality Massive Multiplayer Online Roleplaying Game and players start on the planet Elicoor II and the MMO follows after an alternate version of the Events of Star Ocean Till the End of Time.

    Players can play as:
    1. A player trapped within their character in the world.
    2. A member of a group of players dedicating their time to illegally playing the game normally (but are not trapped themselves), in order to try to free the players.
    3. Players playing the game illegally for any number of their own reasons.

    How many characters can be in this RP?

    Why did you create Star Ocean Online?
    I created Star Ocean Online because I saw the anime Sword Art Online and instantly fell in love with the premise of people being trapped within the video game world they love. I'd been considering making a roleplay involving Star Ocean III as it is my favorite JRPG of all time and decided that I would merge the ideas together to create one roleplay. So I did.

    What Planets are in Star Ocean Online, which ones are playable and will there ever be more?
    I'm going to listen to player feedback on if there will ever be more, but for the time being I don't want to overwhelm players with too many worlds at once, especially with how huge some of them can be. With that said, players will start out on Elicoor II, but as their character "levels up", which will be determined by the staff of the Roleplay, players will gradually get strong enough to reach what I call "Medium Level" and can go to Klaus III. Eventually after, when they reach High Levels they can go to the planet of the main antagonists which is called Diablo. I will also have some item shops and weapons shops on "Earth" so I guess technically that makes 4 planets, but really people will start out with just Elicoor II to fight on.

    What makes Star Ocean Online so special?
    The idea that you aren't just role-playing in a world not your own, you are actually playing as someone who is trapped within the beautiful fantasy world they love so much

    What do we want from potential roleplayers?
    There will be no word minimum, as I think its quality that should matter, not quanitity. These are really two different things and people often don't realize this. That said, story book format only, meaning write you RP posts as if they were a novel or novella, etc.

    Who am I?
    Well, I'm new here but I've roleplaying for more than roughly 8 years. I've been roleplaying on various websites. I started RPing on Gaiaonline back when it was still a new website, and I've roleplayed on (as well as been a moderator for) Saiyanisland.com and Animefans.com. I'm quite experienced at roleplaying and have been writing all sorts of novels (mostly unfinished) most of my life. I guess if you need to know more, ask. I'm a pretty open person really.

    Either way I really hope to see more people for this RP, as I think the idea is both awesome and brilliant! I'm really excited for it and I hope to see us have our own sort of community, perhaps someday with Guilds and everything! I think this'll be a blast and I can't wait to see more people arrive!

    (AP) ? Critic Roger Ebert is receiving an award from Robert Redford's Sundance Institute for his support of independent cinema.

    Sundance leaders said Thursday that Ebert will receive their Vanguard Leadership Award at a benefit for the institute June 5 in Los Angeles.

    Redford says Ebert was one of the institute's first supporters when Sundance was founded in 1980 to support independent film.

    Sundance Institute executive director Keri Putnam says Ebert has been a champion of challenging films, including many premiering at the Sundance Film Festival.

    The 70-year-old Ebert has been reviewing films for the Chicago Sun-Times since 1967 and was the nation's foremost movie critic on television on shows such as "Sneak Previews" and "At the Movies."
